Alicia Barnes

Alicia Barnes is a 1984 Graduate of the St. Croix Central High School, where she served as junior and senior class presidents. Ms. Barnes holds a Bachelor of Science Degree in Marine Science & Environmental Studies from Hampton University and a Master’s Degree in Public Administration from the University of the Virgin Islands.

Ms. Barnes’s professional career includes: Director of the Virgin Islands Energy Office, Environmental Affairs Manager for the Virgin Islands Water & Power Authority, Assistant Chief Executive Officer of the Economic Development Authority, Commissioner of the Department of Planning and Natural Resources, Business Development Contractor for VITOL Virgin Islands Corp, and Managing Member of Rittenhouse Consulting LLC. Ms. Barnes currently serves as a member of the 33rd Legislature of the U.S. Virgin Islands and is Chairman of the Committee on Government Operations, Consumer Affairs, Energy, Environment, and Planning.

Ms. Barnes has been the recipient of numerous professional and community awards to include the Business and Professional Women’s Organization- Young Careerist and Career Achievement Awards and the Virgin Islands Water & Power Authority – Employee of Merit Award. Ms. Barnes has also been honored as an “Emerging Leader” by Generation NOW, an “Outstanding Woman of St. Croix” by the Mu Gamma Omega Chapter of the Alpha Kappa Alpha Sorority, Inc., and a “Woman of Influence” by the New Horizon’s Women’s Democratic Club.

Ms. Barnes served as Vice-Chairman and Chairman of the St. Croix District Committee of the Virgin Islands Democratic Party, and as an at-large Territorial Committee member. Ms. Barnes also served as a board member for the St. Croix Boys and Girls Club. Ms. Barnes is an active member of the Mu Gamma Omega Chapter of the Alpha Kappa Alpha Sorority, Inc. She is a highly sought after empowerment speaker, and has been conducting her copyrighted workshop “Celebrating the Authentic You” for the past 15 years. Ms. Barnes also currently serves as a board member for St. Croix Mission Outreach.
